If you disallow cookies in the preference, they are accepted, if you allow
cookies in the preferences, they are not accepted.

Exactly the reverse expected behaviour.

In FF0.9 it worked fine.

Reproducible: Always
Steps to Reproduce:
1. Allow cookies in preferences
Actual Results:  
No cookies accepted

Expected Results:  
cookies accepted

And vice versa
The bug is also reproducible with Firefox 0.10.1 PR on Windows XP.
I switched Hardware and OS to All.

Are you perhaps using a translated build, with the meaning reversed for the
checkbox text? Checking the box allows cookies, clearing it disallows cookies.
WFM (and millions of other people)
In addition, I have found that cookies that are supposed to be permitted for
"session only" do not get removed when Firefox is restarted. - Roy

Please be aware that sites listed in Exceptions ignore the preference in all cases.
