In the corporate environment I work in where users are constantly moving 
computers we do not want to allow users to have Personal Address Books. I know 
there are ways around it (in terms of roaming profiles), but we blow away the 
users profile when they log out and recreate it when they log in.

Steps to Reproduce:
There are no options to remove the address book
At this point, that would require some custom development, via an overlay or
extension, to just disable the UI that allow you to add a card to an address
book. I believe you could do that today without any changes to the mozilla code.
 You'd still have a personal address book, but at least users couldn't add to
it. Or, someone could add code to mozilla that allows you to set a pref that
disables the creation of the personal address book...
I guess at the end of the day, if Mozilla insists on creating 'abook.mab' then 
that's fine. It's what the user sees and what they can do which is important. 
I'm in the process of removing references to the PAB but this is a temporary 
fix. Once I'm finished, I'm happy to provide the diff showing how the personal 
address book can be 'hidden' or 'disabled'.
