263193 - Can not Specify Local Folder Location

When I go to Tools|Account Settings|Local Folders, I can use the Browse button 
to browse directories, but when I make my selection, the change is not saved.  
The Local folder location can not be changed from the Default location from 
the install.

Reproducible: Always
Steps to Reproduce:
1. Install Thunderbird
2. Go to Tools, Account Settings, Local Folders
3. Browse and try to change the default location.....doesnt work

Actual Results:  
nothing

Expected Results:  
should have accepted the new location of the local folders.
