If you've remapped the location of the bookmarks.html file via the
browser.bookmarks.file user pref, roaming won't pick it up.

Reproducible: Always
Steps to Reproduce:
Copy your bookmarks to, say, c:\temp and set browser.bookmarks.file to
c:\\temp\\bookmarks.html and then set it to roam bookmarks. Watch it not work.
