When opening a bookmark from my Bookmarks menu or the Bookmark Toolbar,
CRTL-Click opens it in a new tab in the foreground. CTRL-SHIFT-Click opens it
in a new tab in the background.

For web links it is opposite. CTRL-Click opens the link on a new tab in the
background, and CTRL-SHIFT-Click opens the link on a new tab in the foreground.

Reproducible: Always
Steps to Reproduce:
Happens with any bookmark or link.

Expected Results:
It would be better if both bookmarks and links opened in new tabs using the same
hot-keys.
