This only happens on recent 1.8a builds.
I'll attach a testcase.
Focusing the link in the absolute positioned div in that testcase, makes the
border of the hmtl element collapse to just under the <p> element. This is not
good, because that <p> element has a margin-bottom of 200px.
Focusing one of the other two links ("Home" or "Disruptive Innovations") makes
the bug go away.

It only happens when you directly focus that link. If you focus another link
first I can not reproduce it.

Ok, this bug seems to be indeed fixed somehow.
I can still see a small issue with it perhaps, though.
The black focus outlines shifts a bit (1 pixel) when focusing a link.
I'll file a new bug about that.
