Are you using the default theme? (bug 222654)
I find this problem occurs even with default theme 2.0. (I tried GrayModern 0.6 theme too and unsurprisingly the problem is the same there.)

Probably a duplicate of bug 56488. Reporter - can you confirm that your status bar is hidden, and that the problem disappears if you show the status bar (by selecting "Status Bar" form the View menu)?
It's correct that the absent button reappears with the status bar. (Sometimes it's present without the status bar.) Also, showing the find bar (even without the status bar) has the same effect, and likewise opening the history or bookmarks sidebar.
