If googlebar0.8-test-en-US.xpi is installed it all works ok. If
googlebar0.8-test-de-AT.xpi is installed Mozilla prints out:

This also happens on the vanilla Mozilla en-US.
It worked properly till Mozilla 1.7!

Note: The only difference to the en-US-Package is in install.js, line 41:
var locCountry="de-AT"; <-> var locCountry="en-US";

1. Install googlebar0.8-test-de-AT.xpi
2. Restart Browser

After start the following is shown on the bottom of the Browser:

Expected Results:  
Properly Running Mozilla

No it's not a dupe of bug 226827, because that one was filed 2003, where
Mozilla 1.7 wasn't available.

My bug exists on 1.7.3, it's working properly on 1.7. It also exists on
the localized version of Mozilla 1.7.3.
