In previous versions of firefox navigator.language either contained en-us, en-gb
or other language code but in this version it is blank

Reproducible: Always
Steps to Reproduce:
In javascript alert("navigator.language"); or use the DOM inspector, look at
javascript objects, then target, defaultView, navigator, language
Actual Results:  
property is empty

Expected Results:  
contained en-us, en-gb or other language code
