Visit this page. Notice that the State dropdown at the very top of the page can
only be navigated with the keyboard. The mouse can only drag the options down a
pixel or two before stopping.

This behavior exists in today's Firefox as well as the 1.0PR. I cannot reproduce
it in today's or any recent Mozilla build.

I should have been able to drag the scrollbar to move through the list freely.
