I set up filters, but the Message Filters dialog's account selection popup (the
one up top) allows me to set 'em only for my real account brendan@meer.net, or
news.mozilla.org -- not for the global inbox in Local Folders.  That also seems
to cause the Run Now button not to appear.  Turning off global inbox in account
settings / advanced fixed all that.

Is this bug that the default setting is Global Inbox, or that the filters aren't 
usable/definable for the global inbox (bug 257979, bug 177093)?
Re: comment 1, thanks for citing possible dups.

We shouldn't have a broken default for POP, so the bugs you cite certainly
should be fixed.  If they can't be fixed for 1.0, or if POP users believe the
Global Inbox default is wrong no matter what (1.0, pre-1.0, or post-1.0), then
we should not default POP accounts to the G.I.  David, mscott, does this make sense?

This is a dup of a couple different issues, if I understand correctly. One is
that you can't run selected filter(s) on your global inbox because the folder
drop down doesn't appear for a deferred account. That should work in tomorrow's
branch and trunk tbird builds. The second issue is that you can't define filters
for the local folders account, and I do plan on fixing that.

Brendan Eich, have you tried a build with the support built in for filters on 
the Local Folders?  If so, what would you like to do with this bug?
Is the dupe aspect Bug 242665? Setting blocking aviary flag for consideration
for the other aspect.
