Popups only come up when I click at the corresponding link, "passive" popups
never open. This happens with all kinds of sites, in fact I can't remember one
single homepage where passive popupping works. I don't even get the "popup
blocked" icon when I visit sites with 10.000 popups with internet exploder.

Reproducible: Always
Steps to Reproduce:
1. Go on amazon.com without being logged in
2. Wait for a popup to open
3. Erm ... go make yourself a coppa coffee

Actual Results:  
No popup, ever

Expected Results:  
Open a popup saying "Get 5$ if you register now" or a similar kind of ad

Installed extensions: IEView and Image Zoom

are you using TBE or TBP ?
These extensions are know to cause a problem with pop-ups.
Disable them and see if it works

this bug can be duped to bug 263289 if TBE/TBP is the cause
