Details

We should upgrade to NSS 3.9.3 on the Mozilla 1.7 branch.
NSS 3.9.3 contains bug fixes, new functions, and some
newly approved root CA certificates.

The Mozilla 1.7 branch is using NSS 3.9.1 plus two bug
fixes now.
I just landed NSS 3.9.3 Beta 3 on the SeaMonkey trunk.

I just landed what will hopefully be NSS 3.9.3 RTM
on the MOZILLA_1_7_BRANCH.  This will first appear
