if you open n tab, when you close to n-1 the tab disapear

Steps to Reproduce:
1.turn off the "Hide the tab bar when only one web site is open"
2.open n tab
3.close n-1 tab

Actual Results:  
the tab bar disapear

Expected Results:  
the tab bar will not disapear
