read receipt fails if the message is encodes in Unicode

I write my message in Unicode(HTML), and choose the "request receipt" under 
the Option menu (I send the message to one of my testing account). As long I 
receive the mail in my testing account, I opened the message, and it did not 
prompt me to send back the receipt. 

The settings are all right; when I send another mail(encoded in Gb2312, HTML) 
to the same testing account (same settings), when it come to my testing 
account, it asked me to reply the receipt.

I send a CC to a account using OE(Unicode, HTML), the "TO:" in TB didnot 
prompt me to have a receipt, but OE did.

Steps to Reproduce:
1.Write a email using Unicode, HTML
2.Choose ask a read receipt
3.Send the mail to a testing account
4.Receive the mail from the testing account

Actual Results:  
the read receipt did not prompted

Expected Results:  

in all conditions, the read-receipt should works.
I have no problems getting a receipt prompt for mail that contains Unicode 
characters.  However, there are known problems with localized versions of 
Mozilla generating receipts -- bug 139615; perhaps TB has a similar problem.
No response from reporter, duping.
