using junkbuster proxy to filter referrer in http 1.0, pressing page reload 
seems to bypass the proxy every other time

this does not appear to be related to problem 38488

Steps to Reproduce:
1.configure junkbuster to replace the useragent tag.  
in junkbuster.ini

user-agent Mozilla/3.02Gold (PalmOS; I; 8K)


2.visit a browser info site such as gemal.dk or 
http://www.elfqrin.com/binfo.shtml
3. refresh the page. the user agent will sometimes not be
