263723 - Popup blocker completely bypassed if Options window is open

Can confirm that if the Tools -> Options... window is open, the popup blocker
completely fails to function and popup windows can be freely triggered. Also
possible that websites can install software in addition to triggering popup
windows whilst the Options window is open (i.e. that the install softare
dialogue is bypassed in addition to the popup blocker), though have not been
able to confirm this.

Reproducible: Always
Steps to Reproduce:
1. Visit any website that proliferates popup windows.
2. Open the Tools -> Options window (either in the instance of Firefox that is
visiting the page, or, possibly (can not confirm this) in another instance of
Firefox that is running
3. Watch the popups appear! (and possibly, software being installed (cannot
confirm the software issue but can confirm the popups)

Actual Results:  
Popups proliferate freely. Compare with visiting the same page when the Options
window is not open, and you will see that normally no popups would be opened and
instead the 'Popup blocked' bar would be displayed.

Expected Results:  
Blocked the popups and displayed the 'Popup blocked' bar would be displayed.

FF cannot install software without you telling it to do so !
