Clicking on New Tab File Menu option has no effect if no window is currently open.  In Safari, this opens 
a new tab in a new window.  I would expect this behavior or expect the New Tab Menu option be 
disabled of no window exists (less preferable).

Reproducible: Always
Steps to Reproduce:
1. Close all FireFox windows
2. Select File > New Tab
Actual Results:  
Nothing happens

Expected Results:  
New Tab should open containing new Tab (note this is not the same as a New Window opening, since 
the default page will not open inside a tab, but will inside a new window).
Pretty big usability issue. Asking for mac1.0 blocking status.

IMO, opening a window is better.

The premise of Bug #147237 sems to be in use in FF 1.5. Should this bug therefore be closed?
This appears to be fixed in latest Nightly on OSX.
