When trying to access 2 county GIS websites in Arizona to view the maps via
their ESRI ARCview viewer, Firefox continually reloads the viewer app.

IE works normally, as does Firefox on Sun Java Desktop (Suse 8.1).

Steps to Reproduce:
1.Go to gis.co.mohave.az.us/degree/viewer.htm
2. Click on county production map
3.

Actual Results:  
Viewer app keeps reloading itself

Expected Results:  
Viewer app should load once.

No themes or extensions.
WIN XP home editions.
All popup blockers and Internet Security disabled.
IE works normally.
Firefox on Linux works normally.
