In IE, it takes those links and just sort of works with them and takes you to
the correct page.  However, in firefox, I get that the document is not found on
the server.  I realize that this is a HTML design issue, but maybe it could be
added to the "quirks" mode.

Reproducible: Always
Steps to Reproduce:
1.  Visit http://mena.dmsc.k12.ar.us/teachers'%20email/index.html
2.  Click on a teacher's name to visit their URL

Actual Results:  
"Document Not Found" error

Expected Results:  
taken me to the teacher's actual URL.

The links look ok in the source code. Also I can follow any of the links without problems.

Daniel - This ticket is nearly 4 years old.  The source code has been changed since then.

No reason reviving a dead issue.
