The setting to control if you send HTML email and how to quote replies is a
per-account setting.

The settings to control if you send html email to/from specific domains and how
to format HTML are global settings.

This is very confusing.

Expected Results:  
IMO all of these settings should be grouped, probably at a global level, however
I'm sure that would offend come people - therefore in a perfect world, you would
be able to set a global default for all of them, and override in the per-account
settings..

Whatever happens, the dialogs need to be adjusted to be more clear as I have
spent 5 mins searching for the option I wanted on more than one occasion.
I vote this be changed to "major" instead of "minor." I spend hours trying to
find the magic combinations of menus and settings to make HTML mail composition
and viewing work correctly. The options are simply in way to many places.
