For instance, with Downloads window open, select it from Window menu, then click
on the regular browser window - the browser window comes to the front but the
checkmark in the Window menu is still on Downloads.

Worse - bring Downloads to the front and then select the regular browser window
from the Window menu list of open windows.  The 'Window' entry highlights and
stays highlit, but the regular browser window is not brought to the front. 
Clicking on that browser window will bring it to the front, but the 'Window'
entry in the menu bar stays highlit until you click on it again.

Often with multiple windows open, NONE of them will be checked in the Window menu

Expected Results:  
Front window should always be checked? - not absolutely positive about this... 
Selecting a window from the Window menu should bring it to the front and
'Window' should not stay highlit - that's for sure.  Whatever algorithm for
deciding which window should be checked in the list, there shouldn't be a
situation where none are checked.
this is a result of bug 21296. When we have a separate menu set for the
downloads window (mac only) it'll be fixed.
