After installing Mozilla, I had set Mozilla Mail as the default mail client in
Internet Settings. Next I tried to import my mail from Outlook. Mozilla
complained that "Either there is no mail client or the current mail client
cannot fulfil the messaging request. Please run Microsoft Outlook and set it as
the default mail client."
Why does Outllok have to be default, for the import?

Reproducible: Always
Steps to Reproduce:
1. Install Mozilla; set Mozilla Mail as the default mail client.
2. Try to import mail from Outlook.

Actual Results:  
Got an error message from Mozilla.

Expected Results:  
Mail should import regardless of the defaults. It works this was for importing
Netscape mail.
