There is some discussion of this bug in the Mozilla suite, but none that I can
find relating to Firefox. The user preference browser.tabs.opentabfor.windowopen
does not work.

Reproducible: Always
Steps to Reproduce:
1. In about:config, set browser.tabs.opentabfor.windowopen to true
2. Go to any page that you know opens a link in a new window (the news articles
in the center of http://start.wanderingjew.net have target=_blank)
3. Click the link.

Actual Results:  
Link opening in a new window.

Expected Results:  
Open link in a new tab.
Firefox for Windows exhibits same behavior.
This pref was never implemented, the newest versions of Firefox use an
alternative set of prefs. Whether the new system should support this pref as
well or whether it should be removed from all.js I don't know.

What Pikey said.  If you download a new nightly build, you can control
target=_blank links in Tools > Options > Advanced > Tabbed Browsing.
