1.open firefox
2.close home page if open
3.click on bookmark-nothing happens
4.click on link on any page
5.linked page opens under the page with the link 

Actual Results:  
1.2.3 nothing happens
4.5.see above

Expected Results:  
1.2.3 open bookmarked page
4.5. opened linked page on top of page with link

this is probably a dupe of an earlier bug concerning menu issues when no windows
are open

Josh, why confirm if you suspect it's a dupe?

Duping to bug 229040, which covers points 1,2,3 (and was recently fixed). I
don't understand the other problem, but odds are it's related, and the fact that
this was reported against a pretty ancient build diminishes the value of this
bug anyways.
