264139 - mail icon on personal tool bar does not properly state status of mail

When I roll over the mail icon, it always states that I have "0 new messages"
whether I have new e-mail or not.  I have looked at the help section but do not
see a fix

Reproducible: Always
Steps to Reproduce:
1. roll cursor over mail icon on personal bar
2. wait for status to list Read Mail and News (0 new messages)
3.

Actual Results:  
when I click on the mail icon it works properly, opening my e-mail program
(Thunderbird) and my e-mails download and display

Expected Results:  
It should tell me that I have new messages waiting when I really do.
