When using the bookmark toolbar, a user can drag regular bookmarks and rearrange
them how they like.  If you add a live bookmark to the list, one is unable to
drag and resposition it.  It must stay where it is and can only be moved my
moving another non-live bookmark around it.

Reproducible: Always
Steps to Reproduce:
1.  Add live bookmark to bookmark toolbar
2.  Try to move live bookmark

Actual Results:  
Doesn't move.

Expected Results:  
Allow live bookmark to be drug and dropped somewhere else on the toolbar.

A live bookmark behaves as a folder; one can't drag normal folders either, due
to various unfortunate interactions with popup menus.

holding shift to drag folders and live bookmarks works fine

sorry for bugspam, long-overdue mass reassign of ancient QA contact bugs, filter on "beltznerLovesGoats" to get rid of this mass change
