User-Agent: Mozilla/5.0 (Macintosh; U; PPC Mac OS X Mach-O; rv:1.7.3) Gecko/20040913 Firefox/0.10.1
Build Identifier: Mozilla/5.0 (Macintosh; U; PPC Mac OS X Mach-O; rv:1.7.3) Gecko/20040913 Firefox/0.10.1

When the Download Manager window is displayed, the user cannot select menu items
(eg. File | New Window). Menus highlight, but the menu options do not drop down.
If the Download Manager window is minimized to the dock, the menu items become
selectable.
Expected: Menu items should be selectable regardless of Download Manager window
status.

Reproducible: Always
Steps to Reproduce:
1. Select a file to download.
2. Select the Download Manager as a focus
3. Select a menu; observe that menu items are not selectable
4. Minimize the Download Manager window to the OS X dock
5. Select a menu; observe that menu items are selectable

Actual Results:
as described

Expected Results:
Menu items should be accessible/selectable, regardless of Download Manager
window status

Mac OS X (10.3.5) -- all Apple security updates are installed as of 10-13-2004
