This error started two nights ago.  The position of the Drop Down Menus is
locked to a full size Browser Window and do not position themselves correctly
when the Window size is reduced.  This makes them difficult to operate with a mouse

Reproducible: Always
Steps to Reproduce:
1. Click over a Drop Down Menu full screen and see where the drop down is.
2. Reduce the Browser window size.  Repeat for the same Drop Down Menu.  It will
be in the original position for step one. 
3.

Actual Results:  
The Drop Down Menus all are in the position they would be if the Browser was a
full size window.

Expected Results:  
The Drop Down Menus should all drop from the menu item selecting them when the
Browser window is a reduced size.
This may actually be a dup of bug 264245.
Depends on: 264245
the urlbar dropdown is off as well, and when mousing over bug-links in bugzilla,
the tooltip appears, then vanishes again almost instantly, as it "blinks" in the
statusbar (and vanishes there too)
