Steps to Reproduce:
1. Start mozilla and go to http://www.nytimes.com
2. Press F7 to turn on caret browsing.
3. Press PgDn/PgUp, nothing happens.
4. Press Down arrow to move caret.
5. Then press PgDn/PgUp, the scroll bar move to the middle, now PgDn/PgUp can't
work at all. The scrollbar is still there.

It makes caret very huge, so page up/down can't move it.
