page background should show color - #0099CC.  It only shows white.

Steps to Reproduce:
1.go to ..... http://www.crosswindsbible.org

Actual Results:  
got a white background  -  I.E. shows correct color.

Expected Results:  
showd the page background as #0099CC
INVALID. Page can not be found, no test case and vague description. Wrong
component as well.
