It's your OS that draws the windows title and it's the OS that has to be configured to display this character correctly. You should have the same problem with internet explorer. Right click on the background, select properties, go in appearance, select advanced, the windows above represents elements of the interfaces and you can select what font to use to draw them below. Select a font that includes the heart symbol, and the problem should be solved for both Mozilla and IE
The problem has been fixed in bug 9449, but it's quite true that the way to solve this is a pain, and it would be a plus if Mozilla's font fallback mechanism could apply here => owner drawn window title. Incidently, when testing this with http://mail.yahoo.co.jp/, I found a chinese font that includes the japanese kana used in the title of that page, but XP will not display the title correctly when selecting that font, the font must somehow not register them correctly.
