1. open http://www.fs.fed.us/gpnf/volcanocams/msh/archive/
2. click on "VolcanoCam Hall of Fame Images Archive" link

Actual:
Layout is changed - headline "VolcanoCam Images Archive" and page content below
this headline is shifted down and link isn't opened.

This needs a minimal testcase.  Then it needs to be compared to testcases of
dependencies of bug 261196 to see whether it's a duplicate.

The testcase here is essentially the same as the testcase in bug 263190.  I
think it's safe to dup this bug.
