The NSPR Reference Date and Time page currently refers to Japan being 7 hours
(25200 seconds) ahead of GMT. It isn't, it's 9 hours (32400 seconds ahead) ahead
of GMT.

Did you run this change by wtc?  (It wouldn't surprise me if the HTML you
changed wasn't the master copy of the document.)
If I check the source of the document and other similar documents
(<http://www.mozilla.org/projects/nspr/reference/html/plstr.html>) I see those
strange elements everywhere.

Perhaps they did something with it in 2000-2001, but I don't think it's parsed
by anything else than normal pages are parsed with.
