The NSPR Reference Date and Time page currently refers to Japan being 7 hours (25200 seconds) ahead of GMT. It isn't, it's 9 hours (32400 seconds ahead) ahead of GMT.

Fixed your issue. Thanks for reporting it. (The markup issues in the document need to be cleaned up as well, though that's a separate bug.)

Did you run this change by wtc? (It wouldn't surprise me if the HTML you changed wasn't the master copy of the document.)

If I check the source of the document and other similar documents (<http://www.mozilla.org/projects/nspr/reference/html/plstr.html>) I see those strange elements everywhere. Perhaps they did something with it in 2000-2001, but I don't think it's parsed by anything else than normal pages are parsed with.
