264322 - Focus or "previous" order of tabs is wrong

The previous tab showen after tab is closed is ordered wrong. It should be
ordered like the Windows taskbar--the last active tab should be the previous
tab, not the next tab to the left as it appears to be.

Reproducible: Always
Steps to Reproduce:
1. person has 3 sites opened in seperate tabs
2. person is reading an artical in tab 2
3. they open a link from the artical in a new tab
4. then switch to the new tab to read the page
5. they close the tab
Actual Results:  
They are now looking a tab 3, which is probably not what they wanted or expected.

Expected Results:  
They should be looking back at tab 2, so their reading it not interupted by
having to search for the tab containing the artical they were just reading.
