The URL above asks for various information, and performs a JavaScript test to
see if required forms are filled out.

If the form is incomplete, the OnSubmit script sets form.action =
"javascript:void(0)" to prevent navigation, dispays a warning dialog and then
returns false.  

This works fine in IE, but gives an error that "information you have entered is
to be sent over an unencrypted connection and can easily be read by a third
party" in Firefox.


Reproducible: Always
Steps to Reproduce:
1. Go to  URL (Yes I know the cert is expired, we will fix that.)
2. Click submit without filling out the form.
3. Dismiss first (normal) warning to get warning about unencrypted data.

Actual Results:  
Got "information you have entered is to be sent over an unencrypted connection
and can easily be read by a third party" error message.

Expected Results:  
Not give this message.
