Web page accesskeys should not override browser bindings. At the very least
there should be an option to change the precedence and altogether disable such
annoying surprises.

Steps to Reproduce:
1. Go to e.g. wikipedia.org
2. Press ^T (for example)


Actual Results:  
WTF? It's loading the talk page.

Expected Results:  
Create a new tab.
This is basically bug 264204, just talking about different accesskeys.
