Dialog box for "Load PKCS#11 Device" allways appear at the back. It supposed to
appear at the front. 

Reproducible: Always
Steps to Reproduce:
1.Edit -> Preferences
2.Privacy & Security -> Certificates -> Manage Security Devices
3.'Device Manager' dialog box will open, and click 'Load' button

Actual Results:  
'Load PKCS#11 Device' dialog box will appear BEHIND the 'Device Manager' dialog box


Expected Results:  
'Load PKCS#11 Device' dialog box suppose to appears IN FRONT of the 'Device
Manager' dialog box


No problem with Mozilla 1.6.

I have tested it on latest version of Firefox Beta 1 and the problem seem resolved.
