While composing an email (in TB) resulting from clicking on an email hyperlink,
cannot run TB.  opens an email composition window without opening the main console.

Reproducible: Always
Steps to Reproduce:
1. Click on email hyperlink 
2. Allow email composing window to load
3. Attempt to run TB

Actual Results:  
TB failed to display main console

Expected Results:  
TB should have displayed main console
