The process of importing Bookmarks from a file does not happen when the relevant
options are chosen.



Reproducible: Always
Steps to Reproduce:
 * select "Manage Bookmarks..."
 * select "Import..."
 * select "From File" radio button
 * click "Next"


Actual Results:  
doesn't crash, doesn't hang, the Wizard window just disappears and nothing happens.


Expected Results:  
Opened a File Dialog.
