When launching Firefox when no profiles are created, the Import Wizard runs.  It
would be nice if a preference could be created in C:\Program Files\Mozilla
Firefox\greprefs\all.js or another file that could shut off importing of new
settings.  When we deploy firefox we change the C:\Program Files\Mozilla
Firefox\defaults\profile\prefs.js file to allow a profile to be created with a
random name for security.  However when Firefox is first ran the Import Wizard
shows up and this is undesirable behavior.  We a single mandatory roaming
profile for our labs on campus and therefore everytime the user logs off they
and logged back on they are getting the import wizard.  I could capture the
settings in the profile, which I am currently doing, however it would be nice if
our staff users were also not presented with this wizard.  If there is currently
a preference I do not know about can someone please point it out?  I have
queried bugzilla and mozillazine and could not find an answer. As there is no
attachment for Ben's fix on bug https://bugzilla.mozilla.org/show_bug.cgi?id=240136
I cannot see what happened.  Besides I am not a programmer and would probably
not help anyway.

Expected Results:  
After setting a preference, Firefox should not show the Import Wizard.
There is a standing demand for this feature.
