Steps to reproduce:
1. Right-click a toolbar, select "Customize..."
2. Make the window bigger.
3. Close the window by clicking "Done".
4. Right-click a toolbar, select "Customize..."

Result: The Customize Toolbars window is small again.

Expected: It should be the size I resized it to.

I don't know if this behavior is by design, but if it isn't then this patch
should do the trick.

How about requesting review for that patch?

Look at the bug activity, I did it but [e-mail] removed my
request, so I didn't add a new one.
But perhaps should it be done again because nobody is currently working on it.
Additionally, perhaps the initial size of the window should be bigger to avoid
the scrollbar by default (there is no point to force every user to resize it).
