I only guess it was bug 227361.

If you have several tabs with scrollbars and going full screen (F11),
the scrollbars are missing from those tabs selected while in full screen
after you exit full screen.

The current tab is not affected. 

Reproducible: Always
Steps to Reproduce:
1.open several tabs, make sure that scrollbars are visible
2.F11
3.switch to some tabs, F11 to exit full screen

Actual Results:  
Scrollbars are missing from those tabs selected while in full screen.
Resizing the window will bring back scrollbars.

Expected Results:  
Visible scrollbars
