When the option "Do not load remote images in Mail & Newsgroup messages" is set,
and the "Mail Start page" is set to an external HTML page ("When Mail launches,
show the Start Page in the message area" selected, and http:// URL in the
"Location" field below that), the images in that page do not load.

Reproducible: Always
Steps to Reproduce:
1. select "Do not load remote images in Mail & Newsgroup messages"
2. select "When Mail launches, show the Start Page in the message area"
3. enter some URL in the Location field

Actual Results:  
Page is displayed but images do not load

Expected Results:  
Images should load on the "Mail Start page" even when they are set not to load
in mail messages.

We use a locally hosted mail start page instead of the Mozilla builtin default.
 It has images.  These normally load OK, but not when "Do not load remote images
in Mail & Newsgroup messages" is selected.

Things are getting worse: with Mozilla version 1.7.10 external stylesheets are
no longer loaded in the Mail Start Page when images are turned off in mail.
In version 1.7.8 this still worked OK.
