Details

Since Admins will no longer be uploading Themes and Extensions, there isn't much
point in having a link at the top for adding a new item.  Users can select to
upload from main.php.

This will obviously have to wait until after users can upload themselves.  Is
there a post-beta cleanup meta bug?
Uh, just because they won't be doing it most of the time, isn't a valid reason
to remove the UI for doing so, the functionality still exists.
