The pop-up message when F7 is accidentally pressed is not meaningful for the
average user.  The initial reaction is "What in the heck is Caret Browsing?".
It is not mentioned in the Release Notes, nor does it appear in the index for F1
Help.  It's only mention under Navigator Keyboard Shorts ("Turn on/off Caret
Mode") does not explain why anyone would ever want to use Caret Mode Browsing.
This is not even documented in Firefox: a Help search for "caret" comes up with
no results.

Steps to Reproduce:
1. Find several testers that are not developers.
2. Have them press F7.
3. Record the guesses as to what Caret Mode signifies.



Expected Results:  
Something like a link to
http://www.mozilla.org/access/unix/keyboardproposal.html except that it should
document what is implemented, not merely proposed.  Add an entry to the Release
Notes.

Hmm, yes this should be in the Help. We should explain Caret browsing and list 
the shortcuts. Neil, do we know the shortcuts that work in CB (not the ones 
that are supposed to work)?

Basically caret browsing mode makes all keys act as if you were in a textarea.
This changes the up, down, left, right, home and end, and pgup and pgdn keys.
However on a mac the pgup and pgdn keys don't move the caret in a textarea.
This means that caret browsing does not affect those two keys on a mac.
