265133 - extentions unsigned Not loading

Ok,
When I try to load new extentions, I found I couldn't and was notified to set
the Options..  I did so.

NOW when I try, and the Extention isnt signed, it loads up, and at the end tells
me there was an error, and it is erased.
something is Blocking unsigned extentions...Whare to fix??
I have Spyblaster and spybot loaded with ALL protection ON.
