Clicking on customize toolbars fails to draw a window.  You get an object in the
middle of your screen that you cannot move or close.  You can see all the
options, side and bottom scrollbars, and a done button, That's it.

Reproducible: Always
Steps to Reproduce:
1. View/Toolbars/Customize
2. Notice the problem
Actual Results:  
There is a malformed window.

Expected Results:  
Normal window with gnome/kde properties.
There have been changes to the customize toolbar feature recently. Please
download a current nightly build and try it again.
