265183 - Imported Mozilla 1.3/1.4 profiles don't display personal toolbar folder properly

Installed FireFox on 2 PCs.  Imported mozilla profiles from 1.3 and 1.4.  Both 
version displayed Personal ToolBar Folder as expected, organized in folders.  
After importing from both into FireFox, the Personal ToolBar Folder displays 
only the bookmarks in the first folder.

I'll post some screenshots of Mozilla and FireFox.

Reproducible: Always
Steps to Reproduce:
1.Delete Profile Directory (if it exists)
2.Run FireFox
3.Select to Import from NS/Mozilla

Actual Results:  
Bookmark Tool bar is populated with bookmarks that are contained within 
folders within the Personal ToolBar Folder.

Expected Results:  
I would expect the Bookmark Toolbar to be populated with folders (or drop down 
lists, not sure what it's supposed to look like.)

NOTE--The Components | Comp. Dist. Folder contains the bookmarks being
displayed in FireFox.

This screenshot shows the Bookmark Toolbar displaying bookmarks that are the
first available in the Personal Toolbar Folder(See pervious screenshot) instead
of displaying the folders.

Modified Summary to hopefully better english.

Checked the bookmarks.html files from FireFox and Mozilla 1.4 to find them
identical.  Don't know if this is important or not, but I'll be creating
attachment shortly.

Bookmark file which contains the Personal Toolbar bring displayed in both
screenshots.

In an earlier report, I said the bookmark files were identical.  I was wrong. 
The Mozilla file was unix text and the FireFox file was DOS.  I can't imagine
that being the problem.  I have atteched the Unix Text Version.

Don't know if I can invalidate bugs or not but here goes.

Resolving Bug Invalid.

The problem was in the bookmark.html file.  PERSONAL_TOOLBAR_FOLDER="true" was
incorrectly set to a sub folder in the toolbar itself.  Having not edited this
file by hand, I checked my original mozilla profile.  The problem was there too,
but mozilla must not have been keying off that flag.
