When I alt+tab out of firefox the alt+tab back in the ctrl+tab shortcut doesn't
do anything.

Steps:
Open firefox with 2 tabs
alt+tab out of firefox to another app
alt+tab back in
try using ctrl+tab
Actual Results:  
nothing happens

Expected Results:  
switched to the next tab
